End User Rights and the New EU Electronic Communications Regulatory Framework

The last EU telecoms law reform introduced a number of fresh approaches to regulation, including an enhanced body of European regulators, a special regime for NGN networks, and the remedy of functional separation.

One of the reform's most important challenges are, however, enhanced rights of consumers and other end-users of electronic communications networks and services. In particular, the EU law has for the first time addressed 'net neutrality' and introduced Internet access as a fundamental human right.

As it is extremely important for businesses to understand these rights and implement them in their day-to-day practice, we are dedicating this White Paper to the new end-user protection measures of the newly agreed EU Regulatory Framework that will be transferred into the national laws of Member States in the forthcoming months.
